What it means
The review describes the work as an applied systems-engineering research program with working reference implementations, finite tests, and useful negative results, and as more developed than an idea alone.
Its strongest recurring contribution, in its own words, is explicit separation: proposal, permission, execution, effect, observation, acceptance, and later outcome have different meanings.
Their results should remain separate so a pass in one component cannot silently validate another.

How it functions

An evidence table labels each result REPRODUCED (an existing offline check rerun for this review) or SOURCE CHECKED (a record inspected, the original experiment not rerun). A failures table lists recorded problems, what each teaches, and the response or next step, some still proposed.
Status and claim boundary
A targeted evidence review. Two items are REPRODUCED; the rest are SOURCE CHECKED. The results are finite local checks: for example, the State Runner result is one local single-writer run with no power-loss, concurrency, or production guarantee. The full Calibration Ledger lifecycle remains proposed.
In the review's own words, general cyber-defense effectiveness, physical stability, and economic superiority remain unestablished. The review made no paid provider calls and created no new model-efficacy result, and it notes that reviews by several AI agents are coordinated checks, not independent replication.
